Add Zombie Villagers to Towny

The map on Towny was generated without any structures, meaning there are no villages, shipwrecks, temples, strongholds, etc. The only exception is dungeons, which spawn infrequently, but do exist nonetheless. These structures bring a lot of value to exploration in survival, and make getting better items much easier. Specifically, enchanted gear is very difficult to come by, especially the very valuable "mending" enchantment. At the moment, the only way to get this enchantment is through fishing, and with it being such a rare occurrence, most people afk fish for hours or days just to get a single mending book. However, being able to trade with villagers would make mending a much more common enchantment to get, and let people actually play the game rather than fishing for literal days.

If there are no villagers, then why not find a zombie villager at night and cure it? Currently, zombie villagers can not spawn what-so-ever. They've been completely disabled. I've been playing on Towny for months, and have regularly gone out searching for them. Zombie villagers spawn naturally at night, and you can find them quite easily in normal single player survival. But on Towny, they never spawn, making it impossible to get a villager to trade with.

But why is trading so important? Mainly because enchanting and trading with villagers is closely linked, allowing you to gain levels rapidly just by doing tedious trading. This makes grinding for enchantments less of a task, allowing people to actually play the game more, and it makes those who do grind for high level gear less godlike.
